The venue is 100% "Kellari" in Joensuu, but the official site says they only played there in 1998. But this has to be 1999 based on Sami's presence and Jukka's hairlength.

MUST be either: March 1998 [but her hair wasn't black then, & sami didn't join until late '98..] or very early 1999 - looking at the fact, that there were no gigs during April-October 1998. So best guess: February or March 1999. Main conflict now is the only other photo where she wore that shirt was from February 1998... but that doesn't mean anything. :)

Confused because the location is 100% Kellari (The Cellar) in Joensuu because it looks exactly like this place:

but they only played there once, in '98, before Sami joined..?? Also Jukka's hairlength is 100% 1999.
